Development Pitch

A police procedural set in a familiar local, New Orleans, with a difference -- the city is under British rule. Jackson lost the Battle of New Orleans, and British rule was instituted. The British use the main population of Creoles as the predominate class, as they did in all of their colonies. Detective Sergeant Sam Dupont volunteers to take a Sergeant from the Met in London for temporary assignment as his partner. Sam, who is Creole and straight, and Colin, who is white and gay, work together to solve a murder that becomes a serial killer case using the strength of the Crown Colony's tourism industry. Sam and Colin are assisted by Portia Westley, a female UK consultant, who is also a psychologist-profiler and a romance writer. The team identifies the killer, Victor Cepeda, and sets him up to be captured. The Crown Colony has no death penalty. Sam creates an innovative approach, one within the bounds of the law, but one which renders him inactive as a killer. Sets up a world and characters that lend themselves to further exploration as a series or sequel.
