What’s New About the Story
What's unusual about this Alien-comes-to-Earth story is the transitional period before Az3 reveals himself to all of humanity. It poses an interesting question, how do you prepare humanity for this type of revelation? However this fades into the background behind reptilods and other beings. More focus on this question would be beneficial.
Lead Characters
The lead characters have an incredible capacity to accept change. It might help to show them struggle at least some of the time but in the service of showing how they can be an example to the rest of us.
Uniqueness of Story
The idea of an alien coming to warn humanity and the idea of aliens being responsible for human life are fairly common. This book relies a lot on unveiling its premise and philosophy while under-developing plot and characters. More on who these people are and their struggle to overcome this challenge would be positive.

Justification
Despite a well meaning message the Alien Agenda is a largely unfocused narrative that goes in many different directions while relying on long lectures to get its points across. This is not a good setup for success as film or television. As an example of being unfocused, the plot of the reptilods is redundant to that of the aliens. They are a foreign species whose purpose in the story is to get humanity to change for the better. Everything relating to them could be removed and the story is largely the same. That can't be true for something that occupies so much of the story.
Tips for Improvement
Simplify and dramatize. There are many characters, many points to get across, a very in depth theology. All of which are presented in a rapid fire style that involves long passages of exposition. One could draw an unfavorable comparison to the Matrix sequels. Simplify what needs to be said to get the point across and spend more time allowing the audience to understand and empathize with the characters. This story often feels like its being shown from a birds eye view rather than at eye level with the characters living it. A successful adaptation of this book would hone in on a core message that can be shown through the actions of it's characters. A film would focus on a few aspects and a television series could tell the full world by dealing it out piece by piece.

The Alien Agenda finds reasons to hope for humanity in spite of so many failings. It posits there can be a better way if we chose to live it.
Film: The Alien Agenda in theaters would seek to hit audiences with a wake up call. A vision of who they are through the prism of an outsider. Through the eyes of Az3 they can see humanity through fresh eyes and they may not like what they see. But there is hope in this story and with the right notes the audience could leave with more hope for the future.
TV: A TV series based on the Alien Agenda would reveal a world similar to our own but with a momentous challenge. How do you prepare humanity for contact with extraterrestrial life and proof of what happens to us after we die? A small group of leaders will have to keep the faith and find a way to do just that before humanity's downward slide becomes irreversible. As they do they will discover more about how we fit into the universe and who we are meant to be.

Synopsis
As a young boy watching the stars and lightning Marcus Marriott wishes to meet God before dying, it becomes his mission. In 2028, James works for a secret government organization and is summoned to the oval office by President Monique Duprea to meet an extraterrestrial called Az3. Az3 gives James and the president rings called Mangla that allow telekinetic communication. With Mangla given to all world leaders Az3 explains that humanity was given a genetic boost thousands of years ago to create civilization, the universe was created by ZERO who we call God and there is a battle between good and evil throughout the universe in which humanity is tilting towards evil.
As Az3 unfolds a vast web of implications for humanity Marcus wonders if they are being taught or programmed. He demands the world leaders reveal the truth to the world. The pope steps up and does a broadcast to world, admitting his church's failings and setting off hope for change. Years of tumult follow with leaders being jailed and population satisfaction on the rise. Marcus' brother Jermaine leads a church and struggles to keep a flock of diverging factions together, but begins by purging himself of expensive excesses.
Az3 takes Marcus and Monique to the Federation Council of the Universe where they meet anti-Az3, from the dark side. They learn that earth is a garden, whose light and dark spirits are harvested after death before choosing their place. The earth's most important resource is focused compassion.
Monique initiates large scale societal reforms to help America catch up with the rest of the world. Jermaine is brought into the fold as a leader. They are in a race against time as dark side 'searchers' seek to steal human souls with the help of 'reptilods' a reptile species that lives below the earth and some of whom are shape shifters.
The searchers begin their attack on earth, gathering souls by encouraging people to give up on themselves while humanity fights back with prayers. Jermaine volunteers to put himself at risk and his soul is lost but soon recovered. Meanwhile the reptilods double cross the searchers and one of them, Paula D, forges an alliance with humanity through President Duprea. The searchers are repulsed for now.
Paula D confers humanity's history to Monique and they agree a new path is needed. Meanwhile Jermaine heals himself and the searchers' leader take a reptilod captive and create a way to control him. Monique forms a plan to get the populace to come along while Anti-Az3 repels an attack from the searchers who consider him a traitor to the dark side. Just as the world leaders begin to plan for new ways of beliefs and faith the searchers kill the reptilod leader and install their puppet, then release a poisonous fungus developed by the reptiles in Washington DC.
Paula realizes the leader is an imposter and the leader of the band of searchers flees in defeat. Az3 and Anti-Az3 reveal themselves to a stunned populace, urging humanity towards truth, trust and humility. There is a great outpouring of joy as the people realize their world has changed permanently and for the better.
